From Rules-Based To Values-Driven
The challenge
From its Canadian headquarters, Medica operates as part of a global network in development solutions. With operations spanning multiple countries, compliance and ethical conduct are essential to its business success and reputation.
For years, Medica’s leadership relied on a rules-based model — enforcement protocols that aligned with global standards and protected the organization from risk. But as the business grew and talent structures expanded, the approach that once worked began to limit creativity and innovation.
The senior leadership team recognized the need for a culture transformation: from a culture of daily enforcement to a culture of empowerment and safe dialogue.
This shift required key leaders to evolve from “compliance officers” to “leading complex change”. Senior leaders were challenged by the board to empower their regional teams to take ownership, strengthen accountability, and align behavior with Medica’s values of integrity, collaboration, and accountability.
Medica turned to Mind Market to assess its culture and co-design a leadership transformation program that would enable this global mindset shift.
The solution
Following a comprehensive discovery process, Mind Market designed a 3-year initiative grounded in leadership psychology and organizational systems thinking.
The program focused on identifying current behaviors and defining desired behaviors that will build trust and increase collaboration across business units.
Key components of the leadership journey:
The impact
In addition, a cost avoidance of $3.9 Million was reported due to early risk detection and improved local accountability.
Across Medica’s regions, performance conversations began to change. Managers began to view standards of work as a shared responsibility. Regional teams became more determined to drive the change by partnering with local team on identifying proactive solutions for day to day problems. Rather than lets “wait and see” mentality, “what else?” became a core part of daily dialogue among teams
“We used to talk about who did what. Now we talk about what should be included in our meeting?” Raj Melhem, SVP, commented.
For the first time, managers across Canada, Europe, and Africa described compliance as “how we lead,” not “what we enforce.”
A 9× return on investment was reported in 2025, measured through reduced escalation time, improved collaboration, and faster global alignment.
Medica built a living system of leadership—one that grows, adapts, and sustains itself across continents.
